b. Santa Cruz Co. LCP Amendment No. 3-96 Part B (Greenhouses). Public hearing and action on request by Santa Cruz County to amend implementation portion of local coastal program to eliminate soil-dependent greenhouses from coastal permitting requirements; and change level of processing for excluded soil-dependent greenhouses from "Level 5" (Public Hearing) to "Level 4" (Public notice only) or "Level 3" (Administrative approval after field visit), depending on project size; add definition of "soil-dependent;" clarify processing limit of 2,000 sq.ft. for agricultural support facilities is an aggregate limit, add alternative limit of 100 sq.ft. per acre (RH-SC). FIELD TRIP. The Commission will travel by bus to West Marin County to tour portions of the Tomales Bay area. Planned stops include a working ranch to observe coastal agriculture, and overlook points on Tomales Bay to view oyster culture operations, bay habitat, and developed public areas. The field trip may include a stop at the visitor center at the Point Reyes National Seashore.
