a. Pacifica LCP Amendment No. 1-96 (Minor). Concurrence with Executive Director's determination that certain revisions to City's Zoning Code, relating to new definitions for retail food businesses, height of accessory buildings, encroachment of full-building-width porches and decks within front and rear yard setbacks, and development on substandard lots, is minor. b. Arcata LCP Amendment No. 1-96 De Minimis. Concurrence with Executive Director's determination that amendment to City of Arcata's certified Implementation Plan, to allow without a use permit minor expansions or additions of 100 sq.ft. or less to non-conforming residential structures that do not increase number of residential units and are in conformance with all other applicable standards of Implementation Plan, is de minimis. Public hearing and action on request to amend certified Del Norte County LCP to make various revisions to Implementing (Zoning) Ordinances to: (1) establish use permit procedure to allow permanent second dwelling units, temporary second dwelling units for seniors, and temporary second dwelling units for invalid family care in various zoning districts; and (2) revise and update mobilehome and manufactured home provisions, including new definitions, criteria for installation, allowance by use permit, and replace MH-1 and MH-2 (Mobile Home) combining districts with MFH (Manufactured Housing) combining district. b. Application No. 1-96-8 (Caltrans, Humboldt Co.). Application of California Department of Transportation to seismic retrofit and widen Highway 101 bridge at Little River in Humboldt County including temporary access ramp on northeast and southeast banks of river, temporary water diversion in river channel, widening 8 pier walls under bridge, adding 10-ft-wide shoulder to northbound lanes, connecting northbound and southbound lanes to form 13.5-ft-wide and 410-ft-long covered median, and revegetating river banks with riparian vegetation, creating 80 sq.ft. wetland mitigation area on southwest bank and 600 sq.ft. riparian mitigation area on southwest bank. Application No. 1-95-62 (Olympic Club, San Francisco) Olympic Club granted permit with conditions to develop portions of two holes of golf course and granting to National Park Service permanent 31-acre public access easement, west of Skyline Blvd., south of Fort Funston, City & County of San Francisco. b. Mendocino Co. LCP Amendment No. 1-95. Six parts of LCP Amendment acted upon by Commission to: (1) Taylor - reclassify LUP and rezone 2.16-acre parcel south of Cleone to allow conditional 10-unit inn or 4-unit B&B approved with suggested modification; (2) Creasey - reclassify LUP and rezone 70.14 acres south of Albion to Rural Residential-10 approved as submitted; (3) Peirce/Comer - reclassify LUP and rezone 96 acres south of Fort Bragg to Rural Residential-5: Planned Development approved as submitted; (4) Fearey/Wilson - reclassify LUP and rezone 7.5 acres south of Little River to Remote Residential-20, conditional 20-unit inn, motel, or hotel and accessory uses approved as submitted; (5) Wells/Healey - correct Coastal Plan LUP Map to transfer Albion River Inn Visitor Serving Facility (VSF) designation (*2) to correct parcel approved as submitted; and (6) Kruzic - reclassify LUP and rezone 2.1 acres south of Fort Bragg to facilitate boundary line adjustment with adjoining two-acre parcel approved as submitted. c. Mendocino Co. LCP Amendment No. 2-95. LCP Amendment approved as submitted by Mendocino County including: (1) Waidhofer - reclassify LUP and rezone 3.25 acres in Elk to Rural Village; (2) Stuart/Franco/Remitz - amend maps by removing Timber Production Zone (TPZ) map symbol and rezone to Forestlands; (3) Compton/Davis - reclassify LUP to Rural Residential-5 acre minimum [Rural Residential-2 acre minimum conditional with proof of water] and Rural Residential-5 [Rural Residential-2]:Development Limitations and rezone.
