Unpermitted development consists of the placement on the seafloor of a variety of materials, including, but not limited to: used automobile tires, PVC pipe, plastic mesh, netting, plastic jugs, nylon rope, polyurethane foam, iron rod, and concrete blocks. FIELD TRIP.
