Data Gaps Report

The subcommittee reviewed the Draft Data Gaps Report. There was general agreement that our cost estimates and timing estimates for completion of studies were very rough, and that we should seek input from others at the next Task Force meeting (July 20th) and refine these estimates as necessary.

Summary of Disposal Alternatives

The subcommittee reviewed the summary of upland disposal and beneficial reuse alternatives. There was some discussion about the probability of implementing any of the treatment alternatives (such as concrete stabilization or physical separation) given the high cost. This led to some discussion on whether it would be productive to conduct the siting study identified as a data gap if there were no real chance that treatment/reuse would actually be economically feasible. The subcommittee agreed that this issue should be raised for consideration by the Task Force members.

Wetlands Creation

The Ports have performed wetlands restoration projects to provide credits to offset dredge and fill projects. However, most projects have a surplus of material and might not need to import new material, particularly contaminated sediments. Rick Cameron will try to pull together some background material. Although there appear to be many projects around the country that have used dredged material to create wetlands, we have not found any that used contaminated sediments.

Information on Beneficial Reuse Efforts in Other Areas

The Port of Long Beach is completing a scope of work for the proposed project to survey existing efforts around the country for treatment and reuse of contaminated sediments. Once we have a cost estimate, we will seek funding for a study to eliminate this data gap.

Next Meeting: August 17, 1999 – 1-3 pm, California Coastal Commission
