Scope of Work for Data Gaps Study on Upland Disposal/Reuse in Other Areas

Rick Cameron distributed a Scope of Services for this study, which the Port of Long Beach sent to several consultants; a pre-bid meeting was held on October 8th and proposals are due by October 15th. If suitable bids are received, the Port intends to authorize a consultant to proceed with the study by the end of the month. We anticipate that it will take about 2 months to complete the study; a draft report would be available around the end of December and a final report around the end of January. Presentations would be made to the subcommittee and the Task Force in February, 2000.

This study will provide us with information on other efforts in the United States and around the world re upland disposal and beneficial reuse of contaminated sediments. Our data gaps report identified studies needed to address issues related to reuse, but we may find that these questions already have been addressed by others. We will use the results of this study to help us to decide whether to proceed with trying to fund studies to fill these gaps.

Year 3 Workplan (FY 1999-2000)

We discussed the revised workplan for the current fiscal year. With respect to the data gaps, it was agreed that we needed to complete the study for item 3.1.a. before we could develop a schedule for completion of tasks 3.1.b-e. During the current year the committee should evaluate limitations or acceptance criteria for each disposal or reuse alternative, as well as monitoring requirements, but we are not likely to complete this task for all of the alternatives by the end of the fiscal year. We also should discuss the potential for regional disposal sites or reuse facilities, but this task also probably will extend into the following fiscal year.
