Summary of Aquatic Disposal and
Dredge Operations
Committee Meeting
June 27, 2000
- Meeting time and location: June 27, 2000 at the Port of Los Angeles, from
10 am to noon.
- Attendees: Michael Lyons (RWQCB), Kathryn Curtis (POLA), Tom Johnson (POLB),
Bill Paznokas (Cal DFG), Russ Boudreau, Chimin Chian, Susie Ming (Moffatt
and Nichol Engineers), Maile Gee (CCC), Doland Cheung, Tony Risko, and Jane
Grandon (USACE).
- The purpose of the meeting was to review the draft of the 905(b) Analysis
Report for the Corp’s Los Angeles Regional Dredged Material Management
Plan Reconnaissance Study (DMMP). Also, a draft Table of Contents was
reviewed for the Technical Appendix. Comments of note were as follows:
- New estimates for Feasibility Study - $2.3 million to be completed in 3
years;
- Corps will need updated contaminated sediments dredge quantities for the
next 5-years;
- Local sponsor relationships will have to be formalized in writing soon;
Local sponsors currently identified are the City of Long Beach, Port of
Long Beach, Port of Los Angeles, and County of Los Angeles.
- 3 of 4 pilot projects were identified in the Draft 905(b) Analysis
(Aquatic capping, Sediment blending, Concrete stabilization). A fourth
pilot project was recommended and agreed on to research the possibility of
chloride removal for potential brownfield/upland disposal options.
- The Corps will research if State funds spent on monitoring portions of
the Pilot studies can offset sponsor dollars.
- Draft Feasibility Study is projected to be completed 25 months from
Nov/Dec 2000. The current cost estimate is at $2.3M.
- An issue of concern was what the final product of the Feasibility Study
would be. The final product could be either an NED plan or a combination
NED/Locally Preferred Plan.
- We also discussed issues of importance to continue timely progress of the
DMMP study. It was stressed that at our next meeting, we will need to
discuss:
- Biological resources of concern in the region.
- Impacts to those biological resources from dredging of contaminated
sediments
- Control measures to reduce impacts to those biological resources
In order to address the above issues, we will invite various colleagues in
the biological fields to assist us in this discussion.
- The next meeting is tentatively scheduled for August 3, 2000 from 10am to
1pm at the Port of Los Angeles.
