  1. Meeting time and location: April 18, 2000 at the Corps of Engineers office, from 10 am to noon.
  2. Attendees: Representatives from the Corps of Engineers, Water Quality Control Board, Los Angeles County Beaches and Harbors, Heal the Bay, Port of Los Angeles, Santa Monica Bay Restoration Project, and Moffatt and Nichol Engineers were present.
  3. The purpose of the meeting was to serve as a kick-off meeting for the Corp’s Los Angeles Regional Dredged Material Management Plan Reconnaissance Study (DMMP).
    1. Background: The Corps received FY00 funding of $100,000 to prepare a Reconnaissance Study. The study will identify:
      1. a) If there is federal interest in a project for a Regional DMMP, and
      2. b) Identify local sponsor(s).
    2. Discussion: Two main products of the Recon Study will need to be coordinated with the CSTF, through the Aquatic Subcommittee. These products are the 905(b) analysis and the Project Study Plan (PSP). In addition, a separate technical appendix will support the study with technical information.
      1. The 905(b) analysis will assess federal interest. It will also identify local cost-sharing sponsors for the next step in the process, the Feasibility Study, which cannot exceed $2 million. Current candidates for local sponsors are the Port of Los Angeles, Port of Long Beach, City of Long Beach, and the County of Los Angeles. Cost sharing is 50/50, with local sponsors contributing as little as 50% cash and 50% "in-kind" services. State funding in FY01 could be acceptable only as "in-kind" services, since it will be reserved for contracts (if approved).
      2. The PSP will establish a schedule, budget, and work breakdown structure for the Feasibility Study. In addition, four Pilot Project alternatives will be identified for the Feasibility Study, of which three alternatives can be chosen by the CSTF for implementation, pending funding.
      3. The Corp’s Operations and Maintenance Program is willing to commit as much as $4.0 million to fund the Pilot Project efforts. However, this funding is subject to Congressional Appropriation.
    3. Moffatt and Nichol Engineers has been contracted to prepare the Recon Study.
  4. The next meeting will be May 9, 2000 from 10am to noon at the Port of Los Angeles.
