ANNOUNCEMENTS

The 1999 Status Report to the Governor and Legislature has been mailed out.

CONTRACTS UPDATE

Michael Lyons provided an update on the status of the Contract for Data Gap Studies. Board resolution for the contract was received on September 21, 2000 and it has been approved. The contract has been given to the Southern California Coastal Water Research Project (SCCWRP). The scope of work is undergoing minor changes.

Steve Bay updated us on the request for proposal (RFP) for the database project which is out and under review. SCCWRP is going to complete the portion of the database that involves the compilation of the stormwater data and hopes to send out the final RFP in two weeks. Comments on the RFP are due to Steve Bay within a week. The Review Committee for the RFP will include Paul Johansen, Steven John, Mike Lyons and Maile Gee. The Management Committee decided to distribute the RFP widely and post it on the website. The Management Committee also agreed to have the other subcommittees that will be issuing RFPs work directly with SCCWRP. This will limit future RFP review by the Management Committee unless there is a need to elevate it from the subcommittees.

SUBCOMMITTEE PROGRESS REPORTS

The Sediments Subcommittee progress report was given by Michael Lyons, Maile Gee and Steve Bay. The RFP was discussed previously. The SCCWRP Short Course will be held later this month and LTMS members will be in town to attend. Steven John wanted to get CSTF and LTMS members together to meet during the Short Course.

The Aquatics Subcommittee progress report was given by Chair, Doland Cheung. The Aquatics Subcommittee will be meeting today from 1-3 p.m. The Corps has received funding to do work this fiscal year on the pilot projects which include beneficial reuse studies.

The Upland Subcommittee report was given by Chair, Michael Lyons. The Upland Subcommittee is interested in the concrete stabilization, soil washing and soil blending data that will be gathered as part of the ACOE’s pilot projects and DMMP. The subcommittee also wants to conduct a marketing survey of available markets for treated contaminated sediment materials. Some committee members would like to have different types of sediment grain sizes evaluated for the concrete stabilization bench scale study. The Upland group may need to add this to the Corps scope of work.

The Watershed Subcommittee report was given by Mitzy Taggart and Michael Lyons. We will have a meeting soon about RFPs. Mark Gold and SCCWRP would like to use some of the funding from the CSTF watershed projects to add to SCCWRP's work doing watershed sampling. This will be a good opportunity to combine efforts. Some of the $190K will be spent this year and some next year to fill data gaps. A meeting will be called soon to determine costs. Do we have management committee buy in to let the subcommittee determine the best us e of funds allocated to the group? Of those present, all approved . Someone asked if endocrine disrupters would be included in SCCWRP's testing. Steve Bay answered that they are not on the contaminants of concern list yet. Jaime Kooser suggested cross checking the contaminants of concern list with a list of endocrine disrupters. The DFG and the SMBRP support the storm drain sampling. There is a need to prioritize the constituents to be sampled. The sampling plan is evolving and will be conducted by SCCWRP and the City of Los Angeles. The next Watershed meeting is tentatively scheduled for Oct. 26, 2000 at 2:30 p.m. at SCCWRP.

The Implementation Subcommittee report was given by Maile Gee. The next Implementation Subcommittee meeting is scheduled for November 1, 2000 from 10:00 am to 12:00 p.m. at POLA. Drafts of the Consolidated dredging permit and the revised Advisory Committee guidelines will be sent out this week. There is a need to discuss various options that the CSTF has for dealing with integrating the ACOE DMMP feasibility study, such as: changing the Strategy deadline or using the preliminary data and updating the Strategy after the DMMP is finished. There is also a need to discuss updating the subcommittee workplans that may have changed since funding was received. POLA may have some changes to the Sept. 5, 2000 Implementation Subcommittee notes. A suggestion was made to have the subcommittee members review notes from meetings prior to posting on the website. Those present agreed that this was a good idea.

INTERIM ADVISORY COMMITTEE PROGRESS REPORT

Kathryn Curtis discussed briefly the SAP reviewed by the Advisory Committee. The IAC agreed that the formation material will be disposed of at the Cabrillo Shallow Water Habitat. The POLB voiced a concern about a project that they had previously had reviewed by the IAC, which is currently undergoing revisions (amending WDRs). The Ports will work with Michael Lyons to set up the IAC meeting on this issue.

ACTA OFFSET PROJECT

Carl Ripaldi presented options to the CSTF for the offset project. HTB sent a letter to the RWQCB to support project number 2 and expressed a concern about augmenting Port projects with the offset funds. Michael Lyons and others indicated that they like option number 2. Michael requested that those who had not seen the letter describing the various options should review it and send comments to Michael Lyons within the next week. The oversight committee will meet then to discuss the options. Michael Lyons clarified that the funds for this offset project are separate from those for the Compton Creek fine.

PUBLIC WORKSHOP

Maile Gee briefly discussed that the CSTF is planning for upcoming Workshop in November in Los Angeles. The Task Force Workshop date is set for November 14, 2000 starting at 11:00 am. The duration will be one hour. A revised draft outline was passed out at the meeting and speakers were designated. The speakers did not feel that a "practice run" was necessary prior to the Workshop.

MISCELLANEOUS

The Executive Meeting needs to be rescheduled as the CCC may be meeting on Dec. 11, 2000. Check with the various Executives about meeting the week of January 15, 2001.
