Summary of Aquatic Disposal and
Dredge Operations
Committee Meeting
November 16, 1999
Meeting time and location: November 16, 1999 at the Port of
Long Beach office, 5th floor, from 11 am to 2 pm.
Attendees: Doland Cheung (USACE), Tom Johnson (POLB), Mike
Lyons (RWQCB), Dean Smith (LA County), and Mitzy Taggert (Heal the Bay).
The November meeting began the first of a series of
discussions on Best Management Practices (BMPs) for the region. Discussions
began on contaminant resuspension and focused on turbidity monitoring. Issues
and questions were raised with regards to turbidity monitoring requirements in
current dredging projects. From these issues and questions, members in
attendance took back "homework" assignments to their offices:
- Doland Cheung - Research the origins of the Corps
Navigation program turbidity monitoring requirements; Research changing
Corps Regulatory permit conditions in regards to zero overflow; Find out if
the Corps can sponsor a speaker from New Jersey to talk to the CSTF.
- Tom Johnson - Task MEC Analytical Systems look for trends
in data from 9 POLB projects; Contact Waterways Experiment Station (WES)
through Dave Moore at MEC to obtain relevant reports and data on contaminant
resuspension.
- Mike Lyons - Research any RWQCB requirements from LA or
other regions.
- Mitzy Taggert - Develop a rough draft of a dummy monitoring
plan; Contact dredging contractors to discuss with the CSTF constructability/operability
of past BMPs in previous projects.
The next scheduled meeting of the Aquatic Subcommittee will
be on December 14, 1999 from 10 am to 12 pm at the LA County Beaches and
Harbors office in Marina Del Rey.
