Summary of Aquatic Disposal and Dredge Operations

1. Meeting time and location: October 17, 2000 at the Port of Los Angeles, from 12:30 pm to 3:00 pm.

2. Attendees: Michael Lyons (LARWQCB), Jaime Kooser, Maile Gee (CCC), Bill Paznokas (DFG), Omer Kadaster (Kleinfelder), Kathryn Curtis (POLA), Tom Johnson (POLB), John Hanlon, Chris Wilkinson (USFWS), Guangyn Wang (SMBRP), Malik Tamimi, Nick Buhbe (Ogden Environmental), Mitzy Taggart (Heal the Bay), Lisa Kay (MEC), Doland Cheung, Rey Farve, Kathy Anderson, Mo Chang (USACE).

3. The purpose of the meeting is to discuss the Best Management Plan (BMP) for protection of Protected/Endangered Species. The committee initiated a category of bird species that are subject to consideration by the BMP.

a. Piscivorous - Fish Eating Birds. This includes the terns, Pelicans, diving birds, gulls. Areas of concerns:

· Ingestion - Short term
· Bioaccumulation - Long term
· Redistribution - Short term

b. Shore Birds - Invertebrate Eating Birds. This includes the plovers. Areas of concerns:

· Redistribution (of Birds)
· Ingestion
· Redistribution (of Prey)

c. Waterfowls. Areas of concerns:

· Ingestion

4. The Fish and Wildlife Services indicated that they have provided in the past some management practices that would reduce the impacts to the species. They are also willing to consolidate a list of management practices and provide it to the committee. The committee is interested in identifying the tern colonies in the Los Angeles County and the BMPs for dredging within 1 mile radius to the colonies. The committee is also interested in identifying any additional requirements on dredging during the nesting season.

5. The committee also discussed the turbidity reduction practices used during dredging at the Marina del Rey. Since there was a large tidal influence and swings, the most effective practice is to dredge around large swings. Silt Curtain and Sealed Buckets did not work at Marina del Rey. The committee asked the Corps to compile a list of turbidity requirements from various Corps Environment Assessments (EA), and also check if there are any additional requirements from the Corps Regulatorys.

6. The Corps also informed the committee that they intend to execute four pilot projects as they are identified in the 905(b) analysis.

b. Concrete Stabilization
c. Soil Washing
d. Soil Blending

7. The next meeting is tentatively scheduled for November 15, 2000 for 1 p.m. to 3 p.m. at the Port of Los Angeles.
