Los Angeles Basin Contaminated Sediments Task Force

Summary of Aquatic Disposal and Dredge Operations
Committee
Meeting
August 3, 2000

Attendees: Tony Risko, USACE; Kathy Stryker Anderson, USACE; Dennis Eschen, LB Parks, Rec,& Marine; Michael Lyons, LARWQCB; Bill Paznokas, DFG; Susie Ming, Moffatt&Nicol; Chimin Chian, Moffatt & Nicol; Kathryn Curtis, Prt of Los Angeles; Maile Gee, CCC; Dean Smith, LA County; Mitzy Taggart (Heal the Bay)

· Tony Risko, USACE discussed the LA County Regional Dredged Material Management Plan Reconnaissance and Feasibility Study. The technical appendix of the draft August 2000 Recon Study discusses and reviewed potential pilot projects for contaminated sediment disposal alternatives.

· Potential Pilot projects include:

  1. Aquatic capping - North Energy Island borrow pit . 125,000 cubic meters. Cost- approx $1.25 million
  2. Concrete Stabilization – 1,000 cubic meters. Cost- approx $1.25 million
  3. Sediment Blending – Bench Scale. Mixed grain size. <$1million
  4. Chloride Washing – 800 cubic meters. Approx $1.1 million

$3.8 million for all four

· Need to coordinate with Regional Water Quality Control Board
$400,000 free to be used in pilot project. Corps will be getting in October.
Was to go to SCRP for concrete stabilization treatability study.
RWQCB will also be doing a market research study to research the market for stabilized end product.

· Group brainstorm session on Relationship between Biological Organisms and Effects of Dredging.
Goal: Develop Best Management Practices for protection of protected/endangered species

Dredging Impacts

Noise (humans, birds) -- Excavation (habitat destruction, veg, invert)
Turbidity (humans, veg, fish, bird) -- Resuspension of contaminants (invert, fish, bird) bioaccumulation
Air Emissions (humans)
Idle Equipment (human, veg, birds) -- Temporary Disturbance of Habitat Areas (mm, invert, fish, bird)
Pollutant spills (human, invert, mm, Fish, bird)
Debris (human, mm, bird)

Disposal Impacts

Noise (human, bird)
Air Emissions (human)
Turbidity (human, veg, fish, bird) --Full water column
Burial Mound (Invert, veg) -- Habitat destruction
Resuspended Contaminants ((invert, fish, bird)
Temp. Destroyed Habitat Areas (mm, invert, fish, bird)
Pollutant Spills (Human, Invert, Fish, Bird)
Debris (human, mm. Bird)

Daily/Seasonal Activities (relationships)

Breeding

Migration

Identify habitat categories

· Review existing biological studies for more precise list

· Match species with impact

· Determine impact threshold

· Corps will be sending out a letter requesting intent (to act as local sponsor for Feasibility Study)
