ANNOUNCEMENTS

SCCWRP is giving a short course on Collection, Analysis, and Interpretation of Sediment Quality Data on October 24th and 25th at the Queen Mary in Long Beach. See their web site http://www.sccwrp.org.

CONTRACTS UPDATE

Michael Lyons (RWQCB) provided an update on the status of the Contract for Data Gap Studies. The Contractor will be Southern California Coastal Water Research Project (SCCWRP), which will perform no more than 20-25% of the work (probably less) and subcontract the remainder. SCCWRP voted to accept the contract on September 8, 2000. There was no comment at the public workshop held on September 6, 2000, and State Board resolution for the contract is expected on September 21, 2000. State Board approval of the contract is expected in October. Michael is working on finalizing the scope of work at this time. Requests for Proposals (RFP) for the initial studies are due in October 2000 and RFPs for follow-up studies are due in late 2000 and early 2001. CSTF agreed on a joint meeting of the Watershed and Sediment Thresholds Subcommittees to approve the scope of work for the database RFP. For RFPs: 1) selection criteria should not accompany SOW submitted to the contractors; 2) need selection committees.

SUBCOMMITTEE PROGRESS REPORTS

The Sediments Subcommittee progress report was given by Chair, Steven John, of the EPA. The Sediments Subcommittee is pooling resources with the Watershed Subcommittee to create a comprehensive database that includes both the Sediment data and stormwater data. Steve Bay and Paul Johansen are working on the RFP for this study.

The Aquatics Subcommittee progress report was given by Chair, Doland Cheung, of the ACOE. The Aquatics subcommittee is helping to review the ACOE’s proposed Dredge Material Management Plan (DMMP) draft reconnaissance study pilot projects. So far the estimate for the Aquatic Capping project is $1.25 million for 10,000 cubic yards; the Concrete Stabilization project estimate is $1.25 million for 1000 cubic yards; the Sediment Binding estimate is $1.0 million and the Chloride Washing estimate is $1.3 million for 800,000 cubic yards. There is approximately $400,000 available for sediment cleanup through the CSTF. The subcommittee is also working on evaluating the potential impacts of dredging and BMPs for dredging contaminated sediments.

The Upland Subcommittee report was given by Chair, Michael Lyons, of the RWQCB. The Upland Subcommittee is interested in conducting a study of various treatments for contaminated sediment materials, which includes concrete stabilization, soil washing and soil blending. Most of this data will be gathered as part of the ACOE’s DMMP. The subcommittee also wants to conduct a marketing survey of available markets for treated contaminated sediment materials.

The Watershed Subcommittee report was given by Chair, Mark Gold, of Heal the Bay. As Steven mentioned, the Watershed Subcommittee is pooling resources with the Sediments Subcommittee to create a comprehensive database and the RFP is in progress.

The Implementation Subcommittee report was given by Chair, Maile Gee, of the CCC. The most recent Implementation Subcommittee meeting was on September 5, 2000 and the committee members discussed several topics of concern. The Draft Consolidated Dredging Permit was recirculated and is currently under review as is the role and process of the Interim Advisory Committee. Comments are due to Ralph Appy by September 22, 2000, so that he can compile them and update the permit as needed. The subcommittee discussed the need for long-term data storage. The Sediments and Watershed Subcommittee are proposing to compile a database, but funds do not cover long-term maintenance costs. Also discussed was the potential impact of the DMMP completion schedule on the CSTF Strategy deadline. The CSTF draft Strategy is due January of 2002 and most likely will not include the results of the DMMP feasibility study. The Ports also stressed that the DMMP results and schedule should dovetail with the Strategy. Lastly, the Ports indicated that the ACOE still needs to work out the cost sharing agreement for the feasibility study. The committee needs to get the ACOE to attend the Implementation meetings (Tony Risko and/or Aaron Allen) to get their input on the DMMP schedule impacts/solutions.

Issues for the Executive Committee:

INTERIM ADVISORY COMMITTEE PROGRESS REPORT

The Interim Advisory Committee is currently reviewing the proposed Sampling and Analysis Plan for the POLA Main Channel Deepening Project. The IAC will be meeting immediately following the Management Meeting to further discuss the project and POLA will address the questions and comments of the members.

ACTA OFFSET PROJECT

Carl Ripaldi and Don Zylstra from ACTA gave a presentation on the Alameda Corridor Project and requested ideas for possible mitigation projects to offset Alameda Corridor Project discharges.

PUBLIC WORKSHOP

Maile Gee briefly discussed that the CSTF is planning for upcoming Workshop in November in Los Angeles. The Task Force set the tentative Workshop date for November 14, 2000 starting at 10:00 am. The duration will be one hour. Maile will confirm with CCC headquarters and send out an e-mail with all the necessary information.

MISCELLANEOUS

Need another 2000 Executive Committee Meeting in early December. Mike Lyons will send out an e-mail and plan the Executive Meeting once a date is determined.

Schedule next Task Force Meeting for October 17th following the Aquatics Meeting (10 am- noon) from 1:30 pm to 3:00 pm. The following meeting is scheduled for Nov. 14th after the Workshop. These times were later changed.
