ANNOUNCEMENTS

The 2000 Workshop was yesterday and went very well. Thanks to Dennis Dickerson, Michael Lyons, Dean Smith, Doland Cheung, Mark Gold and Maile Gee who spoke for the CSTF at the Workshop.

ACTA OFFSET PROJECT

The CSTF members voted to support project number 2. The oversight committee will meet on November 29, 2000 at the RWQCB meeting. The CSTF needs to put a letter together on CSTF letterhead supporting project number 2.

CONTRACTS UPDATE (Michael Lyons)

The RFPs are out for the database and storm drain sampling projects. November 10, 2000 is the bidder's conference for the database project. Bids are due on December 1, 2000 for the database project. The RFP for sampling storm drains is out and the bidder's conference is set for November 20, 2000. Maile Gee requested a copy for posting on the website. When bids are received, both sets of bids will be reviewed by the Selection Committee.

SUBCOMMITTEE PROGRESS REPORTS

The Aquatics Subcommittee progress report was given by Doland Cheung. The Aquatics Subcommittee will be met on Oct. 17, 2000. The USFWS was present to discuss the dredging BMPs, and the subcommittee is hoping for further input from the USFWS regarding the BMPs. Also discussed was the scopes of the various pilot projects that the Corps will be conducting in 2001.

The Sediments Subcommittee progress report was given by Steven John. The status of the database RFP was discussed previously. The database project is the primary focus of the subcommittee, and there is no other news at this time.

The Watershed Subcommittee report was given by Mitzy Taggart and Michael Lyons. As discussed previously, the RFP has been released and bids will be received for the stormdrain sampling project to start in 2001.

The Upland Subcommittee report was given by Michael Lyons. The subcommittee is waiting for final scope of pilot projects to determine what additional work needs to be done. They would like to have the results of the concrete stabilization project prior to conducting the market survey.

The Implementation Subcommittee report was given by Maile Gee. At the November 1, 2000 meeting there was discussion of the consolidated permit and the role of the IAC, although revisions have still not been finalized for either the permit or the guidelines. There was also discussion of the impact that the DMMP schedule may have on the Strategy timeline. Maile passed out an Excel bar graph to illustrate the timeline. It appears that we may need to request a 1-2 year extension. Maile also asked if anyone had access to MS Project or some other timeline program for use by the CSTF to create a timeline for the Executives to review. The next Implementation Subcommittee meeting is scheduled for December 13, 2000 from 9:30 a.m. to 12:30 p.m. at POLA.

ISSUES FOR THE 2001 EXECUTIVE COMMITTEE MEETING

Need a rough timeline - requested input from members prior to finalizing timeline for the Executive Committee.

Post Strategy issues - DMMO, database maintenance, Strategy revisions (funding issues).

Need Corps Regulatory Branch participation in CSTF.

Dennis Dickerson asked Michael Lyons and Maile Gee to write a short briefing paper about these and other key issues. Try to make it easily convertible to a letter format for Betty Karnette's information. The Corps suggested waiting to go to the Legislature for an extension until after the Corps has exercised the cost sharing agreement. Questions from the non-federal partners may cause delays to the DMMP schedule.

MISCELLANEOUS

The Executive Meeting will be held on January 17, 2001 from 10:00 a.m. to 12:00 p.m. at the POLB Harbor Commissioners Board Room.

Scheduled next Task Force Meeting for January 10, 2001 from 10:00 a.m. to 12:00 p.m. at POLA.

The POLB Pier G development permit is on the horizon.

The Corps will have a conference call on the pilot project on November 20, 2000 from 11:00 a.m. to 2:00 p.m., at the 11th Floor district operations conference room.

The RWQCB-LA will be initiating a Water Quality Award program (January 2001). Let the RWQCB know of any programs you think should be nominated for the award.
