An afternoon field trip is planned to visit the Naval Communications Facility, Imperial Beach; the International Boundary & Water Commission’s South Bay International Wastewater Treatment Plant; the City of San Diego’s South Bay treatment facility and the new ocean outfall in the Tijuana River Valley. The field trip is open to the public; however, space may be limited and, if necessary, it will be filled on a priority basis as follows: Commissioners, members of the media, organizational representatives, general public and Commission staff. a. Santa Cruz Co. LCP Amendment No. 2-98. Public hearing and action on proposal by Santa Cruz County to make the following changes to its certified Local Coastal Program to: amend the Land Use Plan portion to recognize existing urban-like development in rural areas as conforming; and amend geologic hazards Land Use and Implementation provisions to revise definition of "development," allow geologic and soil report review after discretionary approval, change setback for fault zones from 50 to as close as 25' with proper studies, allow foundation repairs within bluff setback, allow reconstruction of structures where damage has exceeded 50%, add criteria for land divisions in floodplains, allow septic systems & leach fields in floodplains, delete exemptions for 1989 Loma Prieta earthquake, subject some work on existing structures to Federal floodplain requirements, require residential basements to be above 100-year flood level, allow unlimited enclosed space below 100-year flood plains, minimize or eliminate infiltration of flood waters into water & sewage systems, prohibit new septic systems in floodways, require project denial if National Flood Insurance Program regulations are not met, add limited exceptions to flood criteria pursuant to federal guidelines, add violation provisions, reorganize and make other non-substantive editorial changes, procedural changes, additions and revise other definitions. c. Morro Bay LCP Amendment No. 2-97 (Adult Entertainment). Public hearing and action on request by City of Morro Bay to amend certified Local Coastal Program by adding chapter to regulate establishment of adult entertainment businesses and modifying existing Sections to allow adult entertainment businesses in Light Industrial zone and Coastal Dependent Industrial zone districts.
