a. Interagency Agreement not to exceed $23,000 to transfer funds to San Francisco Bay Conservation & Development Commission for assistance in implementing a boater education program, funded by grant from the Integrated Waste Management Board. (CP-SF) [APPROVED]

b. Memorandum of Agreement not to exceed $30,000 to accept funds from California State Parks Foundation for personnel expenses for the Adopt-A-Beach program. (CP-SF) [APPROVED]

c. Temporary Events. Report to the Commission that staff does not propose any amendments to the temporary events guideline at this time. The Commission will also discuss a draft letter to local governments urging them to incorporate into their LCPs provisions to address Coastal Act concerns relating to temporary events. b. San Diego LCP Amendment No. 2-97 (La Jolla Rezone). Public hearing and action on request by City of San Diego to amend certified LCP to rezone parts of two split-zoned parcels on Coast Boulevard South and Prospect Street in the La Jolla Planned District Ordinance from Zone 6A to Zone 5 and from Zones 5 & 6A to Zone 5A to accommodate residential redevelopment. Ventura LCP amendment certified with suggested modifications to the Ventura Harbor portion of Land Use Plan to re-designate part of Northeast Harbor Area from "Harbor Commercial" to "Harbor Related Mixed Use" to permit residential development on a 20.85 acre parcel (300 units maximum) and 20,000 sq.ft. of commercial, and amend Zoning Code Component to include residential use types as a permitted use and add density and review standards to the Harbor Commercial Zone.
