Sample Emergency CDP (Coastal Development Permit) Ordinance The Coastal Act and the California Code of Regulations have
provisions for issuing coastal developments permits during
emergencies. If a local government with a certified LCP incorporates
an emergency CDP ordinance into its program, then the government may
issue emergency permits after review and approval. Otherwise,
emergency permits must be issued by the Coastal Commission directly.
