The Commissioners

This section explains how Commissioners are appointed.

 The Commissioners

The California Coastal Commission has twelve voting members and four non-voting members. Six of the voting members are "public members", appointed at large, and six are local elected officials, one from each of six coastal regions as specified in PRC §30301 (e). The North Coast region includes coastal local governments in Del Norte, Humboldt and Mendocino counties. The North Central Coast region covers Sonoma, Marin and San Francisco.  San Mateo, Santa Cruz and Monterey make up the Central Coast region, while the South Central Coast region encompasses San Luis Obispo, Santa Barbara and Ventura counties. Los Angeles and Orange form the South Coast region and San Diego is its own region. All voting Commissioners are appointed by either the Governor, the Senate Rules Committee, or the Speaker of the Assembly. Each appoints four Commissioners: two public members and two elected officials.

With the exception of some appointments by the Governor, Commissioner terms are two or four years, depending on the nature of the appointment as outlined in PRC 30312.

Selection of the local elected officials to serve on the Commission begins with City Selection Committees and County Boards of Supervisors nominating a list of council members or supervisors in each district. The nominations are submitted to the Governor (for the North Coast and South Central districts), the Senate Rules Committee (North Central and South Coast), and the Speaker of the Assembly (Central Coast and San Diego) and these authorities appoint a Commissioner from the list.

The Secretary of the Resources Agency, Secretary of the Business, Transportation and Housing Agency, The Secretary for Trade and Commerce, and the Chairperson of the State Lands Commission serve as non-voting ex-officio members of the Commission. They may appoint designees to serve in their places.

Each voting commissioner may also appoint an alternate who must then be confirmed by the appropriate appointing authority within 90 days.

Commission officers are elected annually by the Commission.
